The World Bank (IBRD) is in the early phases of preparing a lending operation with Banco da Amazonia (BASA) with the objective of accelerating the energy transition in the electricity sector of the Amazon Legal; specifically reducing diesel consumption; accelerating energy access; and reducing structural costs in the system.The IBRD is seeking a consultancy and/or consortium to undertake the following activities: (1) Review of the current investment needs and financing options (including public programs) for the energy transition in the Amazon Legal electricity sector; clearly identifying the bottlenecks and barriers; if any; that are delaying the energy transition.(2)  A detailed market assessment of the potential technologies/projects and business models that could be delivered within the Amazon Legal.  (3) Identification of a pipeline of projects that are not commercially viable and need support from development banks with low-cost financing; including guidance to support the development of project eligibility criteria and selection. (4) Scoping of financial products (e.g.; line of credit;  partial risk-guarantee) that will accelerate the energy transition and crowd-in private sector capital. (5) Provision for capacity strengthening within BASA to prepare and implement the financial product(s) and identify a pipeline of projects for BASA financingRequisites*The consultancy/consortium is expected to have a deep understanding of the Brazilian electricity sector market - specifically the Northern region.*Native level Portuguese and English is essential *Travel is required to deliver this work
