The PPP Transaction Advisory Department of the International Finance Corporation (“IFC”); a member of the World Bank Group; is acting as transaction advisor to the Government of Barbados (“GoB”) through the Ministry of Energy and Business (“MEB”; or the “Client”)?to provide support on?due diligence; transaction structuring; and implementation of a competitive tender process to attract a private sector lead sponsor to design; build; operate; and maintain a 30-50 MW onshore wind farm (the “Project”).?? In relation to the Project; IFC retained a consultant with combined technical; environmental; and social (E&S) expertise (the “Existing Consultant”) to provide support on project preparation (i.e. feasibility studies including wind resource characterization; topographical surveys; geotechnical studies; grid integration; and E&S studies relevant to the wind energy sector including E&S scoping; bird/bat surveys and risks mapping; land rights and land use surveys; stakeholder consultation and government capacity building; etc.) and project implementation (i.e. providing technical and E&S support throughout the competitive tender process). The Existing Consultant has both international and local expertise on these topics. Due to an expansion of the site envelope; IFC is seeking to retain additional technical and E&S support (the “New Consultant”).
