The objective of this work is to build a consensus on the logic of intervention using the Digital Gaps Assessment Framework (DGAF) methodology and pilot the use of this methodology for the identification of a pipeline of projects for public investments; private capital enablement (PCE); and private capital mobilization (PCM) in the SAR region. This work will focus on two SAR markets; namely Pakistan and Bangladesh. The high-level objectives of the work to be conducted under this and related Consultancies is to support the World Bank’s objectives under the Global Challenge Programs  on Accelerating Digitalization in SAR to support the addition of 100 million new broadband users in the South Asian Region by 2030. The scope of work entails the application of the DGAF methodology for the identification a pipeline of climate-resilient broadband connectivity value chain projects in Pakistan and Bangladesh for investor engagement.
