Solar PV is becoming more popular in Kazakhstan; nevertheless there remains no national program to support rooftop PV—no access to the best available solar resource data; limited data on the actual costs and revenue streams from such systems; no analysis on the cost impacts to the ratepayers; nor assessment of the market potential; nothing on the preferred business models to support them; no streamlined procedures for such systems and no dedicate financing schemes. On the demand side; sectors with the highest potential to benefit from rooftop solar energy—namely residential and commercial services—account for approximately 43% of electricity consumption; according to the 2021 Kazakhstan Energy Profile by the EIA. In 2022; small and medium-sized enterprises (SMEs); which are predominantly found in the commercial sector; employed 45.8% of the total workforce and contributed 36.5% to the country's GDP. The total energy demand of buildings is expected to increase even further due to the urbanization process and population growth. In addition to traditional energy generation technologies; renewable energy generation systems—in particular rooftop photovoltaic (PV) systems—have the potential to meet the increasing energy demand of buildings. The production capabilities of rooftop PV systems can reduce the need for electrical grids and improve network efficiency by reducing distribution losses. Thus; there is a need to assess the market potential and economic viability of a broad rooftop PV program and identify additional measures the government would need to put in place to realize this vast potential on a sustainable basis.The objective of the assignment is to undertake a preliminary market assessment rooftop solar photovoltaic (PV) in Kazakhstan focusing on priority markets in the small- and medium-enterprise (SME) sector. The assessment will help inform the Ministry of Energy (MoE); local financial institutions; and other stakeholders on the market potential and development pathway to unlock the potential for rooftop solar PV in priority markets within the SME sector in Kazakhstan.
