These Terms of Reference are for a firm to develop and implement a Roadmap for the delivery of the Foundational Learning roadmap. The firm will drive delivery and progress tracking of the Roadmap in all four provinces and the capital territory and will support the Ministry of Federal Education and Professional Training's  Foundational Learning Hub to:1.Work closely with PIE to support the delivery of the pilot Foundational Learning Assessment in Pakistan; tasks to include: 2.1.supporting PIE and the FL Hub to develop an assessment framework; 2.engaging with the provinces (with the FL Hub) on the assessments and 3.reporting the findings of the assessment and disseminate the results.3.Support the government to design a package of structured pedagogy including appropriate teacher manuals; training guides and teaching and learning content using existing materials.4.Support the government to design a literacy policy package for key  stakeholders; ranging from policy makers to teachers; to help them understand the inputs that support effective reading instruction and learning.5.Embed a Project Director and three associates within the FL Hub to focus on FL assessment; design; evaluation and effective delivery of the structured pedagogy package in support of the federal foundational learning policy.This technical assistance provided by the firm will be coordinated with World Bank operations in each province; leveraging their support to the government.
