The objective of this consultancy is to conduct an institutional capacity assessment of sampled subnational governments (both provincial and district levels) in Indonesia. The assessment will focus on understanding the existing capacities; identifying gaps; and recommending measures to enhance the governance and management of education services; especially concerning implementation of the ongoing Merdeka Belajar initiative at the subnational level.
