The Iraq “Read@Home” activity is initiated in response to the early childhood education (ECE) goals laid out under the Government of Iraq’s recently launched Iraq National Education strategy. The “Read@Home” activity will pilot a home support program that equips caregivers with resources; skills; and guidance to aid their children's development and learning. Given the low early childhood education (ECE) coverage in Iraq; this activity supports home-based early learning for children aged four to six who are not enrolled in ECE institutions. The present Terms of Reference (ToR) seeks to contract a “Logistical Implementation Firm” to work with a pre-selected Technical Implementation Firm to implement a home support program for children aged 4 to 6 through three main activities.1) Distribute books and materials to distribution points/homes on the ground in Iraq (at minimum 5 books per household).2) Directly train caregivers or support the remote training of caregivers (to be conducted by the Technical Implementation Firm) on how to encourage children’s home learning in communities and at home and implementing follow-up reminders.3) Collect ongoing data to monitor implementation on the ground and contribute to an impact evaluation program on efficacy.
