The objective of the assignment is to take stock of renewable energy developments in the East Asia and Pacific region and identify challenges and recommendations for the scale-up required to achieve carbon neutrality. The report shall identify the drivers for current achievements and identify technical; regulatory; financing (and other as needed) challenges to be addressed to exploit regional renewable energy resources - including through power trade. The report should clearly address why renewable energy developments have not yet scaled up at the scale needed and what needs to be done to achieve respective net zero targets. While the report is regional in nature; justified focus is expected on key countries (to be agreed with the WB) and regional trade opportunities. The activity also envisions consultations with the private sector and understanding of the role of public finance to catalyze technology innovation and private sector investments. Strong local expertise blended with global capabilities is required. The consulting team will be expected to provide the necessary technical; regulatory; and financial expertise to address the challenges and dynamics specific to the region; while put in global context. Large scale data gathering; and analysis is envisioned; together with possible power system and financial modeling work. The task requires distilling large amount of information into a clear storyline and developing a roadmap to unlock the investment needs in less than 6 months. The consulting team will work closely with World Bank experts; country authorities; and sector stakeholders.
