The Iraq “Read@Home” activity will pilot a home support program that equips caregivers with resources; skills; and guidance to aid their children's development and learning. The present TOR seeks to contract a “Technical Implementation Firm” to design and pilot a home support program through six main activities:1.Identify and select age-appropriate reading books from open-source catalogs; making necessary adaptations.2.Develop guidance materials for caregivers using resources from the World Bank’s Read@Home program and the Early Learning Resource Network.3.Create an implementation strategy for book distribution; caregiver training; and remote support.4.Develop a training guide and support materials; and conduct caregiver training.5.Monitor progress and support a separately-contracted Logistical Implementation Firm.Implement an impact evaluation to assess program effectiveness; working with the Logistical Implementation Firm to collect and disseminate data.
