Develop a detailed technical; financial; and policy proposal for the enhancement of Bogota's vehicle demand management initiatives; specifically the Pico y Placa Solidario and Public Parking programs; with an emphasis on the Zona de parqueo pago system. The objective is to mitigate traffic congestion; improve financial viability; and foster environmental improvements. The proposed scope of work includes: (i) carry-out a quick legal framework analysis underpinning the current strategies; (ii) evaluating current technologies and solutions for monitoring adherence to these strategies and integrating them into the updated model; (iii) formulating a technical plan and financial strategy for a tiered approach to the aforementioned vehicle demand management policies; and (iv) crafting a detailed implementation roadmap for the proposed models.
