The Public-Private Partnership (“PPP”) Transaction Advisory department of the International Finance Corporation (“IFC”); the private sector arm of the World Bank Group (“WBG”); is in discussions with the Government of Canton Sarajevo (“GoCS”) for the structuring and implementation of a public private partnership (“PPP”) to design; finance; rehabilitate and expand; operate; and maintain the existing Butile waste water treatment plant (“WWTP”) and develop sludge management facilities (the “Project” or the “Transaction”). The Project will be carried out by the Ministry of Communal Economy; Infrastructure; Spatial Planning; Construction; and Environmental Protection (“MoCE”) responsible for overseeing the water management sector in Canton Sarajevo.   IFC intends to retain a Technical and E&S Consulting Firm (the “Consultant”) with experience in WWTP infrastructure PPPs. The Consultant will be required to conduct a comprehensive due diligence of all technical and E&S issues relevant for the transaction and prepare a detailed technical and E&S due diligence reports; as well as assist the IFC in the implementation of the tender process.IFC invites eligible consultants to submit an Expression of Interest (“EoI”) indicating their interest to provide these services. Interested consultants must provide information demonstrating their qualifications to perform the services (brochures; description of similar assignments; experience in similar projects; availability of appropriate skills among staff; etc). EOIs submitted should be limited to a maximum of 25 pages. Any submission above this limit may not be considered. The Consultant team is expected to include the range of qualifications; skills and experience to effectively complete the required scope of work. The ideal firm shall preferably demonstrate a strong combination of the Qualification Criteria.
