Bosnia and Herzegovina: Rehabilitation of Hydropower Plants

BackgroundPower generation in Bosnia and Herzegovina (BiH) is dominated by thermal power plants accounting for at least 2/3 of the country’s generation output. The rest is mostly provided by hydropower plants. As part of the decarbonization agenda and international climate commitments; the country will need to phase out coal-based power generation of more than 2;000 MW and replaced it with renewables; mainly solar and wind energy. In view of the intermittent nature of these renewable sources; care will need to be taken to keep the national power system in balance. The existing hydropower generation capacity of about 1;830 MW will play an increasingly important role in providing balancing services. Most of the hydropower plants were built during the 1950-1980s and therefore need to be rehabilitated to extend their lifetime by 40-50 years and upgrade them in view of the bigger role they will play in balancing the power system. In support of the BiH green energy transition agenda; and in response to government requests; the World Bank is seeking consulting services to conduct due diligence studies to assess techno-economic viability of rehabilitation of three hydropower plants (HPPs) in BiH. These include Salakovac HPP (210MW); operated by Elektroprivreda BiH (EP BiH); Trebinje HPP (210 MW); operated by Elektroprivreda RS; and Jajce II HPP (30 MW); operated by Elektroprivreda HZHB. Should the World Bank subsequently finance rehabilitation of all of some of the HPPs; the outcomes of the studies will provide techno-economic inputs to prepare World Bank project documents.   The level of effort in conducting the studies will depend on the HPP. Trebinje and Jajce II HPPs have completed most of the project preparation studies. These will need to be reviewed with the objective of updating and expanding them as needed. In contrast; no studies have been carried for Salakovac HPP; so these will need to be implemented from scratch.  A scope of the studies and an outline of tasks are provided below. Not all tasks would apply to all three HPPs. A detailed description of the tasks will be presented in TORs at the RFP stage.    Scope of Work The Scope of studies comprises the preparation of a Due Diligence report; including a techno-economic assessment of proposed rehabilitation options; environmental and social assessment in line with the World Bank Environmental and Social Framework and local relevant legislation; project planning; rehabilitation schedules; cost estimates and project economic and financial analysis. The report shall address and analyze/confirm the various rehabilitation measures identified and proposed by the Plant Operators as detailed in the Tasks outlined below.   During the conduct of the due diligence study; the Consultant shall identify any additional aspects that are not covered by the Tasks but are required to be addressed to achieve the study objectives and make appropriate recommendations to the World Bank.   Outline of TasksTask 1: Site Visit and Data collection  Task 2: Review/Assessment of Documents and Reports prepared by the Operators Staff Task 3: Recommended Rehabilitation Scope:          i.            Rehabilitation of the Civil Structures in the Powerhouse        ii.            Rehabilitation of the Turbines     iii.            Rehabilitation of the Generators       iv.            Rehabilitation of Step-Up Transformers and Generator Main Leads         v.            Rehabilitation of Monitoring; Control; Automation and Protection Systems       vi.            Rehabilitation of the Hydraulic Steel Structures    vii.            Rehabilitation of Auxiliary Mechanical and Electrical Systems (Balance of Plant)   Task 4: Dam Safety         i.            Dam Safety Check.       ii.            Review of hydrological study; including climate change impact assessment      iii.            Sedimentation issues and options      iv.            Instrumentation plan        v.            Operation and maintenance (O&M) plan      vi.            Emergency preparedness plan Task 5: Outlining the Environmental and Social Instruments Requirements         i.            Compliance with industry practice with respect to minimum environmental flaws Task 6: Estimation of Rehabilitation Costs; Economic and Financial Analyses of the Rehabilitation Project Task 7: Implementation Plan and Schedule
