This TOR is for the Consulting Agency (the Consultant) that will support the Public Policy Secretariat (hereinafter: PPS) with the “Enterprise Survey on the Impact of the e-PAPER 2019-2023 program”. The “e-PAPER” is the Program of the Serbian Government for the simplification of administrative procedures and legislation; covering the 2019-2023 period. The “e-PAPER” program is a public policy document with comprehensive and systematic approach to public administration reform; for the first time; in the part related to increasing efficiency in the implementation of administrative procedures; i.e. raising the quality of public services to the economy. This reform was conceived to result in the simplification of administrative procedures (through optimization; digitization; and reducing the burden of administrative procedures); as well as in the establishment of the Public Register of Administrative Procedures. These activities were performed with the goal to improve security; transparency; and predictability of the business environment; reduce the share of total administrative costs in GDP and narrow down the chances for corruption.The Enterprise Survey will be performed in the context of the Serbian Economic Reform Program. The analysis will determine the impact of the “e-PAPER” 2019-2023 program on the corporate sector; which has occurred as a result of general savings in time and money after optimization of procedures. The analysis will focus on measuring impact of savings both in general; and more specifically in respect of:  A) Increase of employment in the Republic of Serbia as a result of streamlining of administrative procedures and reduction of administrative burden; B) Increase of investment destination attractiveness of Serbia as a result of streamlining of administrative procedures and reduction of administrative burden;C) Determining if the savings resulting from administrative streamlining have been reinvested; and if yes; into which areas; activities; sectors; or company improvement of service or product offer; andD) Increase of usage of available digital services; satisfaction of provided services and changes in regulatory framework and what are preferred areas of intervention for end-users to provide better public services.The Enterprise Survey 2019 – 2023 will serve the PPS for the purpose of reporting on effects of implemented measures and activities and for planning future activities in regulatory simplification.
