Under the Enhancing Education and Youth Empowerment in Northwest Nigeria: Innovative School-Complementary and Community Approaches Program; Development Impact wishes to contract an implementing agency to design and implement a set of interventions in North-West Nigeria in the states of Kano; Jigawa and Sokoto states in school catchment areas[1]; targeting students and out-of-school adolescents; their parents and broader community members.The implementing agency will be hired to design and implement three interventions or activities: - Activity 1: Community Mobilization and Facilitated Community Screenings to be delivered in 66 school catchment areas (SCA).- Activity 2: Mentor-driven Youth Clubs with Life Skills Program to be delivered in 44 school catchment areas; i.e.; two thirds of SCAs of Activity 1. - Activity 3: Mentor-driven Youth Clubs with Digital Buddies Program to be delivered in 22 school catchment areas; i.e.; half of the SCAs of Activity 2.These interventions will be evaluated through a cluster randomized control trial led by a DIME-led research team as part of its partnership with the European Union country office in Nigeria. The overall goal of these activities is to improve the opportunities for primary and junior-secondary-aged youth (10-15-year-olds) and their sense of empowerment; especially girls. This will be achieved through three main outcome areas: i) Improved parental and community-level attitudes towards education and gender equality; through community mobilization; action; community screenings and other social and behavioral change campaigns (SBCC); ii) Improved life skills in adolescent girls and boys and iii) Improved digital skills leading to higher completion rates of primary school; higher enrolment and transition rates to junior secondary schools and higher sense of empowerment for the youth.The timeline of these interventions will be between September 2024 to March 2025. The TOR is for conducting the pilot phase (3 weeks) and the scaled intervention (10 weeks) which will enable the DIME-led research team to measure impacts on school enrollment and attendance in academic year 2025-2026. The implementing agency will be hired to carry out; in collaboration with the research team; the design and implementation strategy for all activities followed up by the full implementation of activities. This will comprise the pilot phase (September-November 2024) where variations of the intervention will be tested for refinement. For the scaled stage; the implementation agency will be responsible for conducting the selection and training of facilitators and mentors for the activities (October- December 2024) and the full scale up of implementation of these activities (January- March 2025).[1] A school catchment area is an area defined as a radius around a primary/junior-secondary school.
