The objective of this study is for a firm to carry out a comprehensive inventory and mapping of selected local government infrastructures in Chad. It will consider the state of infrastructure (building; electricity; internet; accessibility via roads); equipment (digital and other equipment; materials); archives (existence and state of archives) and human resources (availability of personnel; training; digital skills). The inventory and mapping are intended to improve the understanding of the current state of government offices; inform investment decisions for the improvement of civil registration and identification centers (CAUs)—including the potential to pool resources between different government offices in the same area; and provide the government of Chad with a sustainable resource to allow it to monitor and evaluate progress in this respect.
