For the continued development of the power sector in Tanzania; the Government of Tanzania (GOT) is keen to modernize distribution utilities of TANESCO and ZECO by developing a technology roadmap and providing all possible assistance. In both cases; the goals are to increase the reach of electricity to all by 2030; increase power availability 24X7; boost operational sustainability and financial performance of the utilities by leveraging new technologies and processes.To support the GoT’s efforts to expand access to all and modernizing the distribution systems; the World Bank is supporting an exercise to review the existing processes; performance levels; customer satisfaction level; adoption of IT/OT and other digitalization technologies and carry out a gap analysis by benchmarking against best practice standards/guidelines (utilities that are early movers in these areas) and make practical recommendations on way forward.The objective of this exercise is to develop modernization plans for the two vertically integrated utilities in Tanzania: TANESCO and ZECO (separately). The plans will seek to improve operational performance in terms of technical; commercial and financials and achieve the objectives towards the supply of affordable; reliable; and modern electricity services for all. To do this the consultant will establish short; medium; and long-term performance objectives; undertake an as-is assessment of current practices and digital maturity; including ongoing and planned initiatives; and develop a strategy and time-bound digitalization and performance improvement roadmap.
