This procurement will provide third party monitoring support (TPMS) for enhancing the Bank's supervision of the framework projects to mitigate the risks and maximize performance and accountability of these operations in Ukraine. The TPMS is the use of an independent organization in areas where the Bank does not have access to collect monitoring data in order to enhance supervision of project implementation. The core elements of the Bank’s supervision role are set out in respective grant and loan agreements signed with the Government of Ukraine (GoU). Normally; supervision activities are undertaken by Bank staff as part of the regular project cycle. While the Bank staff might be able to travel to Kyiv; they cannot carry out direct site visits to all sites of the framework emergency projects due to security constraints. This activity will support the Task Teams to fulfil their monitoring and supervision obligations in areas where staff are unable to access project sites; with the objective of providing a monitoring layer to ensure that project funds executed by implementing agencies are for the purposes and in line with conditions and requirements specified in the grant and loan agreements.
