International Finance Corporation (IFC) is in discussions with Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) for transaction advisory services to structure and bid out distributed solar plants aggregating to a capacity of up to 3000 MW on Public Private Partnership (PPP) mode. The solar plants will be connected to pre-identified distribution substations to supply power directly to distribution lines; i.e. feeders. The Project will be implemented in two bid packages; as follows - i) Bid package 1: Development of distributed solar power plants aggregating to a capacity of up to 950 MW and connecting to agriculture feeders at pre-identified distribution substations. This will be implemented under Component-C of the PM-KUSUM Scheme of Government of India; ii) Bid package 2: Development of distributed solar power plants aggregating to a capacity of up to 2050 MW and connecting to agriculture/ mixed feeders at pre-identified distribution substations. The projects in the Bid package 2 will be implemented under a scheme of the Government of Madhya Pradesh. The implementation of Bid package 1 will commence immediately and Bid package 2 will be started subsequently after reasonable progress has been made in Bid package 2. In this context; IFC is seeking the services of a specialized team of Environment & Social (E&S) Scoping Consultant that will assist IFC with E&S due diligence of the two bid packages; which will include review of existing environmental studies/ E&S documents; identification of key E&S risks; potential impacts and related mitigations; determination of applicable IFC E&S Performance Standards (PSs); site visit to undertake preliminary stakeholder analysis and identify affected communities; brief gap analysis of relevant E&S national regulation with the key requirements of applicable IFC PSs; and preliminary cost associated with closing the gaps and preparing ToRs for additional E&S studies as required.
