Technical Assistance for Energy Communities Projects in the Cesar Mining Corridor

The purpose of this assignment is to support Energy Communities in Cesar that have applied to participate in the Energy Communities program. From the applications in the department of Cesar; the Ministry of Energy and Mines has sent the World Bank a list of 23 pre-identified CEs (see annex). These CEs are located in municipalities close to coal mining developments (Agustín Codazi; Becerril; Bosconia; Chirguana and La Jagua de Ibirico).  The objective of this technical cooperation with the MME is to provide Advisory Services and Support; as mentioned on Article 2.29.2.4; to enable a selected number of Energy Communities to advance their projects from the concept phase to the stage in which the Energy Community project is legitimized and thus eligible to receive public resources for government financing. From the initial information provided under the EC Program;  the 23 EC cover an estimate of 4;100 households; out of which 60% lack access to electricity or have an extremely deficient service.  Most of the projects proposed involve a solar power (some mention biomass; wind; or hydro). Of the total; six ECs mention having a technical proposal already prepared; and seven projects indicate that they are associated with a productive venture project to be served by the EC electricity project.
