The scope of work consists of providing technical assistance to the Instituto Metropolitano de Planificación de Lima (IMP) and to the Empresa Municipal Inmobiliaria de Lima (EMILIMA) to inform the structuring of an Urban Operator and provide inputs for the design of the technical; policy and administrative framework for the instrument of an Urban Operation in the city of Lima; Peru. The service of a specialized firm is needed to provide expert technical assistance on financial; technical; policy; and urban governance aspects for the design and implementation of urban operations and an urban operator in Lima.
