The World Bank; in coordination with the Government of Iraq; is examining the potential for investment public transport services to improve accessibility in Baghdad.  The assignment under this selection is to produce an operational plan and concept design for an on-street; segregated public transport corridor in Baghdad; including preliminary capital investment and operating costs through the horizon year of 2035.  The assignment is organized around several core inter-related tasks to generate the basic project concept and provide enough information to facilitate economic assessment at the prefeasibility level.  The assignment relies heavily on a needs assessment phase; which will entail primary data collection to understand travelers’ behavior and preferences but will also involve developing a preliminary service plan and concept design; assessing digital asset requirements; carrying out a preliminary economic assessment; and elaborating a project implementation plan.  For these reasons; successful consultant teams will include a mix of travel behavior research expertise (including undertaking quantitative and qualitative research in a challenging environment like Baghdad); travel demand modeling; expertise in designing and assessing public transport operational and service plans; and physical design of public transport systems at the concept level; including running ways; stations; and area access.  The assignment is anticipated to begin in September of 2024; and will be for twelve months; with most of the substantive deliverables being required in the first 8 months.
