This assignment seeks to provide four utilities of the Federated States of Micronesia (FSM) and the Government of FSM with technical assistance on tariffs. The assignment will include (i) review of studies and methodologies on grid; grid-connected mini-grid; and off-grids tariffs and subsides; (ii) evaluation of current tariff rates; structures; method; and procedures utilized by the utilities; (iii) recommendations on tariff changes and tariff setting framework; (iv) workshops/training programs on tariff setting principles and design aspects; and (v) support the government agencies and the utilities on their deliberations of potential revisions to tariffs and subsidies procedures and methods.
