The assignment's objective is to support GoS efforts to strengthen the institutional and operational capacity of cybersecurity as a critical foundation for safeguarding the country's digital infrastructure.  To achieve this objective; the assignment will:(i)         Provide support for the development of final proposed draft of Samoa’s National Cybersecurity Strategy (NCS). (ii)       Propose an enhanced operating model for SamCERT. To carry out this assignment; the World Bank is seeking the services of a qualified consultant to:(i)         Review the existing NCS and evaluate its outcomes; identify Samoa’s strategic priorities in cybersecurity; recommend the required revisions for the NCS; and advise on a consolidated proposed draft strategy.(ii)       Examine a potential operating model for SamCERT; including the provision of incident response and online safety services.PLEASE SEE ATTACHED DETAILED TOR.
