The purpose of this ToR is to request from established global centers or firms; assistance with the strengthening capacities of IGAD and its member states officials in disaster risk identification; reduction; emergency preparedness; and response. The Consultant will carry out activities concurrently; where possible. The project will initially focus on Djibouti; Ethiopia; Kenya; Somalia; and Uganda.
