The Government of the Union of the Comoros is seeking the services of a Consultant (individual firm or consortium); with relevant and proven skills and experience to undertake the scope of work described below. The objective of this assignment includes:a) The creation of a GIS database of the layers.b) A geospatial analysis of least-cost electrification options that will be used to inform the Government of the Union of the Comoros in achieving national electrification goals.The analysis should estimate:(i) The corresponding investment and operating costs required for the entirenational power system.(ii) A comparative analysis of current production costs vs. long-term savings afterimplementation of the new infrastructures recommended by the geospatialanalysis.The consultant is also expected to establish a close and systematic collaboration with industry stakeholders; including an in-depth dialogue between the Ministry of Energy; SONELEC and;The General Directorate of Energy to establish GIS needs and capabilities; technicalinfrastructure; and mapping; planning and optimization tools; based on existing capabilities.The Consultant will be responsible for the transfer of knowledge to the Ministry of Energy; SONELEC and the General Directorate of Energy to ensure the continuity; sustainability and updating of the GIS database and tools; as described in the sections below.At least two on-site missions; each of two weeks length; should be planned by the Consultant in Comoros.
