The overall aim of the proposed assignment is to conduct a comprehensive analysis of PCN implementation experiences and identify policy lessons to inform policy and practice. The analysis should be conducted in up to 8 counties; carefully selected to represent the different PCN delivery models. The firm will also be responsible for conducting a comprehensive analysis on the implementation of the key health financing and governance reforms and identify areas of technical support required during implementation. The responding firms will be expected to select the 10 counties and provide a rationale for their selection in their proposal. This work is expected to inform the design and implementation of the Technical Assistance to selected counties over a period of two year.The consultancy firm will be responsible for the following activities:1.Conduct analysis of county experiences in design and implementation of different PCN delivery models (including service delivery and financing arrangements etc.) against conceptual expectations and experiences from similar settings and make recommendations on how PCNs guidelines can be improved. Where possible; analysis should clearly show outputs associated with PCNs.2.Conduct a comprehensive analysis of key health financing and governance reforms including but not limited to the Primary Healthcare Act 2023; the Facility Improvement Financing Act 2023; and the Social Health Insurance Act 2023 (SHA) and identify areas of technical support required during implementation.3.Document and analyze ongoing efforts in the health sector to implement the FIF and PCNs at national and county level.
