CONSULTANT FOR CONDUCTING ASSESSMENT OF SELECTED INDUSTRIAL PARKS IN SERBIA AND NORTH MACEDONIA AGAINST THE INTERNATIONAL EIP FRAMEWORK PREREQUISITES AND PERFORMANCE REQUIREMENTSThe consultant will assess three brownfield industrial parks (hereafter: IP or industrial parks) located in Serbia and North Macedonia to obtain a snapshot of the existing operations and practices within the parks and compare them with the prerequisites and performance requirements described in the International EIP Framework (hereafter: EIP framework)[1] <https://worldbankgroup-my.sharepoint.com/personal/mdjukic_ifc_org/Documents/Desktop/ToR%20-%20EIP%20Assessment%20April%2024%202024.docx#_ftn1> . The subject of the IP assessments is the operators of the following industrial parks:*MIND Park; Kragujevac; Republic of Serbia (https://mind.rs/)*CTP Park; CTPark Novi Sad; Novi Sad; Republic of Serbia (https://ctp.eu/industrial-warehouse-office-finder/serbia/novi-sad/) *Industrial zone Skopje 1; Skopje; Republic of North Macedonia (https://fez.gov.mk/en/tidz-skopje-1/?lang=en) and *Industrial zone Skopje 2; Skopje; Republic of North Macedonia (https://fez.gov.mk/en/tidz-skopje-2/?lang=en)      The assessment should result in a preliminary industrial parks’ gap analysis against the EIP framework’s prerequisites and performance requirements in the four main areas (park management; environmental; social; and economic performances). The gap analysis should inform the IFC and industrial parks about actions; measures; and/or adjustments required to facilitate the industrial parks’ transition to the EIP operating standards and requirements in the areas of park management and environmental; social; and economic performance. Also; the assessment should provide a broad prioritization of these actions; measures and/or adjustments based on the IPs’ budget and implementation capacity.The consultant will conduct the assessment in collaboration with the IPs’ management teams (IP operators’ management teams) and the IFC’s project team to gauge the extent to which industrial parks align with each EIP criterion benchmark. This assessment applies to the park's current and envisioned future performance; covering 10 (ten) years from the assessment date.
