Technical Assessment and Design Support for Enhancing Green; Climate-Resilient and Low-Carbon Investments in Kampala and 30 Cities and MunicipalitiesThe World Bank (WB) is leading initiatives to foster green; low-carbon; and climate-resilient development in Uganda's urban sector through its Program for Results (PforR) operations. Key programs include the Greater Kampala Metropolitan Area Urban Development Program (GKMA UDP) and the second phase of the Uganda Support to Municipal Infrastructure Development Program (USMID II). To advance these efforts; the WB seeks a consultant or consortium to undertake technical assessment and support to design a PforR operation including development of technical design guidelines and assessment tools. These resources will facilitate the identification; selection; design; and construction of green; low-carbon; and climate-resilient sub-projects within the urban PforR investment menu. Additionally; the consultant will conduct training and capacity-building programs for implementing agencies and authorities; including government officials from the Ministry of Lands; Housing; and Urban Development (MoLHUD); Ministry for Kampala Capital City and Metropolitan Affairs (MoKCCMA); Kampala Capital City Authority (KCCA); and officials from the 30 participating cities and municipalities in USMID II. The World Bank task team is seeking expressions of interest from qualified consulting firms (Consultants) to provide specified Services. Interested Consultants should furnish details showcasing their qualifications and relevant experience to effectively fulfill the Services and achieve the primary objectives; which include:1.Conducting an assessment to facilitate the formulation of future follow-on PforR Program operations. This involves: (i) Describing the program scope; expenditure and results frameworks; (ii) Verifying the relevance of the current Government program under which the USMID PforR is anchored; (iii) Providing a comprehensive program description and assessing its strategic relevance; technical viability; and economic feasibility when implementing resilient infrastructure.2.Reviewing and updating the screening checklist for green; low-carbon; and climate-resilient investments.3.Developing a menu of green; low-carbon; and climate-resilient investment options.4.Preparing and designing technical guidelines to support the design and implementation of identified sub-projects.5.Conducting training and capacity-building programs for implementing agencies and authorities.
