The objective of the consultancy is to conduct a tracer study aimed at assessing the effectiveness of the Basic Package of Support (BPS) program for Not in employment; education or training (NEET) youth in South Africa. The tracer study is aimed at identifying the successful elements of the BPS program that can be scaled up and tested by established employment service providers towards a more integrated ALMP system.
