This would require hiring a firm to develop a tool that is both flexible and adaptable to diverse contexts and stakeholder needs. The tool should integrate a combination of analysis and stakeholder engagement; while also drawing upon participatory learning and action (PLA) methods as appropriate; thus avoiding conventional “extractive” forms of social research.
