The World Bank has been using Apache Solr based search (in addition to other search engines) for its Enterprise Search needs. This RFP is requesting a software license for a product or framework to enhance Apache Solr based search solutions.

The World Bank Group has set two goals for the world to achieve by 2030:

·         End extreme poverty by decreasing the percentage of people living on less than $1.90 a day to no more than 3%;

·         Promote shared prosperity by fostering the income growth of the bottom 40% for every country.

The World Bank has been using Apache Solr based search (in addition to other search engines) for its Enterprise Search needs.  This RFP is requesting a software license for a product or framework to enhance Apache Solr based search solutions. The solution is envisaged as a licensed software with perpetual or subscription based license, that can be run on WB managed servers. 

Specifically, the scope is as outlined below:

1.     Software License:

a.     Connectors & Ingestion: Provide connectors to ingest content from key repositories. The platform should also allow for content pipeline to enhance or transform the incoming content. The connectors should allow for security from native repository.

b.     Relevance: The platform would allow for a variety of techniques for managing and improving the relevance of results; specifically, it should allow for multiple query pipelines, query enhancement and ML or other advanced data based results optimization.

c.     Search Based Applications: Allow for easy development of search based applications.

d.    DevOps: Allow for effective scalability, tuning, monitoring, and flexible deployment (such as VMs, containers).

e.     Licensing: The licensing should be provided to scale to the provided data volume, ingest and query metrics, based on a perpetual or annual subscription license.

2.     Professional Services: The vendor shall provide a rate card with professional services that may be consumed for product installation, tuning and operation as needed.
