The International Bank for Reconstruction and Development hereinafter referred to as “WBG” invites expression of interest from firms for the receipt of a REQUEST FOR EXPRESSION OF INTEREST (REI)for Investigative, Forensic Audit, Due Diligence, and Digital Forensics Services.
BRIEF SCOPE OF WORK
1.1 The World Bank Group is seeking firms to provide Investigative, Forensic Audit, Due Diligence, and Digital Forensics Services for the WBG Offices in in all regions where the Bank operates, i.e. Africa (AFR), East Asia Pacific (EAP), Europe and Central Asia (ECA), Latin America and Caribbean (LCR), Middle East & North Africa (MNA) and South Asia (SAR). INT is seeking to establish Framework Agreements (FA) with qualified consultancy firms that can be rapidly deployed as needed to assist in the exercise of its investigative mandate. The scope of services includes, but is not limited to, assisting INT with investigative, forensic audit, due diligence and digital forensics activities that may include:
I. Participating in introductory and planning meetings with the relevant INT team;
II. Reviewing background documents to be provided by INT that are relevant to the activities to be conducted;
III. Performing background research and inquiries on subjects of interest including gathering corporate records and ownership information, and on-site verifications of records and other information;
IV. Conducting investigative forensic audits, including site visits, collection of documents, and preparation of reports;
V. Holding interviews of parties deemed relevant to an investigation, forensic audit or due diligence or digital forensics activity;
VI. Performing due diligence services to determine possible integrity risks associated with certain entities and their affiliates including but not limited to possible political exposure;
VII. Performing digital forensics and electronic data recovery, as required and possible;
VIII. Documenting and reporting any obstacles faced by the consultant during their performance of the activities, particularly where such restrictions may materially impair the conduct of the investigation or forensic audit;
IX. Performing additional analysis of information gathered as required by the relevant INT team both during the investigation and in order to support the post investigation and litigation stages, if required.
