The WBG Office in Paris, France will be renovating part of its building, namely floors 5 and 6 (hereinafter referred to as Stage 1). The area within this scope of work is approximately 1,600 sqm.   The WBG is looking for a General Contractor to provide fit-out work. The fit-out works includes, but not limned to, internal walls, partitions, walls, ceilings and floor finishes, doors, internal glazing, hardware, light equipment, carpentry works as well as mechanical, electrical, IT and communication systems, low voltage, etc. The GC shall provide full commissioning of all installations and all manuals and warranties along with complete “AS BUILT drawings”.
The Qualified General Contractor (GC) will perform the work according to the design, specifications, drawings, WBG standards, construction schedule, national and local building code. Qualified GCs will provide all labor, design, supervision, manuals, equipment, plant and preliminary and general items to facilitate and complete the works in accordance with WBG requirements and contract documents, local labor laws and specific works regulations of the city of Paris.
The contract will be procured on a fixed price lump sum basis and in accordance with WBG procurement procedures, a complete set of architectural and engineering drawings and documentation and the conditions of contract shall be the World Bank's standard works contract. Commencement of the main contract is scheduled for August 2022.
Bidders must meet all mandatory criteria to be eligible for technical evaluation. Mandatory criteria include but is not limited to:
• Minimum average annual turnover in Construction/ Architectural, Civil and Interior Works   of euros 5 M for the last 3 years (from FY 2019 to 2021)
• Capability to furnish a USD 250,000 performance bond or Bank Guarantee
• Financial soundness and capability to successfully support the entire contract.
• Registered and is authorized to engage in the Construction Business, Civil Works, Construction Services in Paris, France
• Experience in providing similar service in term of nature, size and complexity.
• Ability to secure insurance coverage as per WBG requirements
The current scope of work will be followed by a second phase of the work to occur in 2023 (hereinafter referred to as Stage 2). Based on a technical assessment conducted with an A&E team, a technical infrastructure upgrade of the building is planned for 2023 and will include, but not limited to, outsourcing the production of cold  air,  replacement of the 4 Air Handling Units in the technical basement with more efficient heat recovery for the make-up air system, the implementation of a new HVAC architecture,  a comprehensive overhaul of the BMS system for the new HVAC system, to increase energetical performance and facilitate maintenance, the implementation of a sprinkler network
The GC who is awarded contract for stage 1 will be restricted from participating in stage 2 solicitation.  Bidders participating in stage 2 bidding shall sign a non-conflict of interest form and inform WBG in writing if the former has reasonable grounds to believe that GC, GC's employees, subcontractors or subcontractors' employees have an actual, potential or apparent conflict of interest.
