The Multilateral Investment Guarantee Agency (MIGA) hereinafter referred to as “WBG”, now invites eligible firms to indicate their interest in providing the services for ‘Product Innovation and Application in Support of Climate Finance’ at its Headquarters in Washington,D.C. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). Consultants may associate to enhance their qualifications. The consultant will be a firm.

The assignment will involve: undertaking a detailed peer review of how other MDBs, ECAs, and private political risk insurance providers support climate finance; researching and proposing innovative ways in which MIGA’s political risk and credit enhancement products could be used to support climate finance; proposing areas for future work which may unlock areas for MIGA growth in the field of climate finance.

NOTES:
Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.

Only those firms which have been shortlisted will receive notification. No debrief will be provided to firms which have not been shortlisted.

The submission deadline is February 26, 2019, 6:00 PM (Washington DC Time)

Qualification Criteria:

·         Provide information showing that they are qualified in the field of the assignment.

·         Provide information on the technical and managerial capabilities of the firm.

·         Provide information on their core business and years in business.

·         Provide information on the qualifications of key staff.

Shortlisted consultants will be invited to respond to a Request for Proposal. Contract awards will be made in accordance with the World Bank Group Procurement Policies and Procedures.

The WBG reserves the right to publicly disclose contract award information, including but not limited to, name of company receiving the award, brief description of services, and contract award amount, for any contract award valued over US$250,000.  Offeror's proposal and contractual documents will remain confidential and therefore not subject to disclosure. 

The World Bank reserves the right to reject any or all responses without recourse.
