Background
The World Bank Group (the WBG) is an international organization whose fundamental mission is to promote sustainable economic development and to reduce poverty in developing countries. The WBG consists of five closely associated institutions: International Bank for Reconstruction and Development (IBRD); International Development Association (IDA); International Finance Corporation (IFC); Multilateral Investment Guarantee Agency (MIGA); and the International Centre for Settlement of Investment Disputes (ICSID). The indirect annual spend for The World Bank Group is approximately USD1.6 Billion. The World Bank Group supports country offices across 140 countries.
Within the World Bank Group is The Strategy, Performance and Administration Corporate Procurement (SPACP). The SPACP team resides both in Washington, DC and Chennai, India and consists of 50 Category Managers and Category Analysts, 10 Approvers. Over 4000 Task Team Leaders (TTL) across 140 countries will actively use the proposed solution.

OBJECTIVE AND SCOPE OF WORK
WBG requires a Software as a Service (SaaS) E-Strategic Sourcing solution with robust analysis and reporting capability.
However, based on internal operational priorities and constraints, only eSourcing and Supplier Base Management shall be initially procured and implemented. Contract Lifecycle Management and Spend Analysis may be purchased as optional modules at a later date. Exercising this option is subject to the sole discretion of WBG. The E-Strategic Sourcing solution shall not contain significant customization as per the Technical Requirement Matrix. Procure to Pay (P2P) including 1) invoicing and 2) payment is out of scope. WBG will continue to use SAP Core Financial ECC 6.0 to manage general ledger and payment. WBG does not have any direct spend and will not require inventory management functionalities.
