The World Bank Group (WBG) is seeking expression of interest to prequalify service providers for an Request for Proposal to provide Designing Firewall Protected Online Platform for Management Action Record Data: Implementation, Design and Hosting services for the WBG Offices in Washington, DC

The Independent Evaluation Group (IEG) is an independent unit within the World Bank Group. IEG is charged with evaluating the activities of the World Bank Group. It reports directly to the World Bank Group’s Boards of Executive Directors, which oversee IEG’s work through the Committee on Development Effectiveness.

IEG manages an internal online platform that contains data since 2009 on all agreed recommendations and subsequent management actions, including ratings of progress. Each recommendation is followed for 4 years during which Management provides annual updates on the implementation progress for each action plan and rates itself. Then, Management’s updates are validated and independently rated by IEG.  Most importantly, IEG rates Management’s updates blindly, which is critical for preserving the objectivity of the process.  Data from the MAR annual updates are used in the IEG flagship report on the Results and Performance of the World Bank Group and the IEG’s external website.  In addition, MAR data is used in some IEG major evaluations and for deeper analytical work.

IEG is seeking a new online platform that has an intuitive and user-friendly interface and interactive tools, including customizable reports and data collection.   Amongst other things, the new online platform should include the following features:

  • Ability to track updates from multiple cross-institutional players over the four-year MAR update cycle
  • Numerous user profiles and corresponding access levels
  • Flexible and highly customizable web-based platform, with all data stored on WBG servers and secured behind the WBG firewall.
  • Provide multiple reporting options based on user access and MAR stage
  • Monitor and alert about actions taken or pending
  • Provide strong search functionality
  • Include content tagging and categorization
  • Integrate online interaction tools such as commenting, emailing, and forwarding
  • User friendly interface, including multifaceted dashboards
