World Bank Group President Appoints Pascale Dubois as Vice President of Integrity

WASHINGTON, April 27, 2017 World Bank Group President Jim Yong Kim announced the appointment of Pascale Helene Dubois as World Bank Group Vice President for Integrity.

Ms. Dubois has played a leading role in the World Bank’s anti-fraud and corruption efforts for more than a decade, serving most recently as Chief Suspension and Debarment Officer.  She is a recognized thought-leader in the anti-corruption field who has earned international recognition for her experience in analyzing complex fraud and corruption investigations and helping ensure wrongdoers are held accountable.

The Integrity Vice Presidency (INT) is an independent unit within the World Bank Group that investigates and pursues sanctions related to allegations of fraud and corruption in World Bank Group-financed projects.  INT supports the main business units of the World Bank Group and external stakeholders, mitigating fraud and corruption risks through sharing investigative findings, advice, prevention and outreach efforts.

“Pascale has a proven track record of fighting fraud and corruption, and I’m very pleased to have her at the helm of our integrity unit,” Kim said. “We must safeguard the scarce development resources entrusted to us, and the integrity unit plays a vital role in that effort. Pascale’s commitment and experience will enhance our broader governance and anti-corruption efforts.”

A Belgian national, Ms. Dubois is an experienced international lawyer and Certified Fraud Examiner who worked in the private sector in the United States and Belgium before joining the World Bank in 1997 as Counsel for the Africa region.  Prior to her appointment as Chief Suspension and Debarment Officer in 2007, Ms. Dubois managed the Voluntary Disclosure Program (VDP) in INT.

Ms. Dubois currently serves as the co-chair of the Anti-corruption Committee of the International Bar Association, and previously served in the same capacity for the American Bar Association’s Section of International Law.  Since 2009, she has been an Adjunct Professor at Georgetown University Law Center, where she teaches a course on international anti-corruption.  Ms. Dubois is a frequent speaker and publishes regularly on anti-corruption topics.  In 2016, she received the Women in Compliance “Lifetime Achievement Award for Services to the Compliance Industry.”

Ms. Dubois was selected from a pool of internal and external candidates assessed by an internal search committee supported by Boyden Global Executive Search.

This appointment is effective July 1st, 2017.
