International Finance Corporation (IFC) — a member of the World Bank Group—is the largest global development institution focused on the private sector in emerging markets. IFC Egypt team is implementing the first Green Building Project in Egypt in collaboration with the Housing and Building Research Center (HBRC); an affiliate of the Ministry of Housing; Utilities and Urban Development; which is the main client of this engagement. The project activities are designed to increase the supply of certified green building (GB) stock in Egypt and are based on IFC’s offering for GB/EDGE product. This will be done through (i) strengthening the regulatory and policy framework by supporting; at national and subnational government level; the development of GB incentives; as well as building the capacity of the HBRC and other relevant public entities; (ii) business development activities and capacity building for the private sector through events; marketing campaigns; videos; case studies; marketing toolkit; technical meetings & workshops; establishing relationships with industry associations and development of capacity building activities; and (iii) improving awareness of the GB business case for FIs by creating capacities on the FI sector; pipeline; market intelligence and investment opportunities. IFC would like to hire a consulting firm (consortium) with regulatory expertise relevant to the construction sector and GB to work on developing an incentive scheme for green buildings in Egypt. This would include cooperating with key focal points in HBRC and other stakeholders from the public; private and financial sectors; through extensive consultation sessions to design an adequate incentive scheme for certified GB projects in Egypt.
