Through this activity; the World Bank intends to engage the services of consultants experienced in PPP-related technical; financial; institutional; and legal work to support further strengthening of Tanzania’s PPP implementation tools; and to support the strengthening of the operational framework for the PPP project facilitation fund.  Specifically; these terms of reference (TOR) the selected firm will complete the development of comprehensive draft PPP guidelines listed here; drafts of which have already been developed by Government; (a) General PPP Guidelines; (b) Unsolicited Proposal Implementation Guidelines; (c) PPP Project Facilitation Fund Guidelines; (d) Market Sounding Guidelines; and (e) Local Government Authorities PPP Guidelines); as better detailed in the scope of work section below. The anticipated approach to the execution of this activity is as provided in the attached detailed terms of reference.
